My daughter attended university at a school in a largely black area. She rode her bike around campus and to/from her apartment daily. She said there’s a small, but not insignificant number of drivers who will play all kinds of games like tailing her, playing chicken, side-swiping, etc... She and her friends have all noted it.

I used to work there. The smog from traffic gets trapped between the Rockies and the Wasatch mountains and just blankets the whole "valley". Not a pretty sight.
