Artemis, unfortunately you simply do not understand how things work these days. The feral black youth are permitted to do anything that they choose to do. They do not have to obey any laws or norms of society. It’s called Black Privileged, and if any LEO, or citizen happens to protect their lives or property against them, well, riots and destruction will follow. And you know what? We have allowed this to happen! It is far to late to turn this situation around. Pretty sad.
If a fugitive is wanted by a U.S. Marshals task force, the crime will probably be a major one. Usually, their fugitives have demonstrated in the past that they are dangerous. Their targets truly are the cream of the crud.
