My guess is they do ‘work arounds.’ Just like private schools where I live. They give grants / gifts / hire parents for jobs etc to pay for it.
I know a black kid whose mother cuts hair for a living going to to Harvard to play football. No way he’s borrowing $200,000 to do that.
