Those 3 are secondary to how do we build are car that meets government mandates that people can afford? If cars could simply be built for value - I am quite sure engineers could easily build and market a comfortable car that would last 400,000 miles and cost under $10,000

Tata sacrificed features, safety and speed and sells the Tata Nano .6 diesel in India for under $3,000. You can bet those engines are dirtier than the ones we forced VW to destroy.

For city driving UTV’s should be legal, they will get 35+ MPG and are less than 10K.
