Actually it’s an argument for not requiring a drivers license. No carriage or horse licenses requires in 1789. Yet we have freedom of movement.

In today’s world that movement involves vehicles.

It would be an interesting question: Is there any reason to believe licensed drivers drive better than unlicensed ones? Probably yes, since unlicensed ones are likely to illegal immigrants or too stoned to pass.

But does acquiring a license make you a better driver? I’ve seen no sign it does.

Title 49 USC, Transportation, identifies the difference between Motor Vehicles and Automobiles. and every states DMV is misapplying the MV laws to auto's. Where there is no law stating automobiles requiring a operators license. it is the difference between class of vehicles > than 1001 lbs require a commercial license, < than not required.
