Iran, the world's leading state-sponsor of terrorism, who, on several occasions, has stated they wanted to "wipe Israel off the map", serves as a pawn for Russia. It is highly unlikely that they would do anything so provocatively on their own, without Russian approval. In fact, they very well be doing these things under orders from Moscow.
