Rizzo had been out of office for several years at that point; prior to Wilson Goode, there was Mayor Bill Green 1980-1984, who was the mayor immediately after Rizzo.

Greene declined to run for re-election, and Wilson Goode replaced Bill Greene.

As for blaming Rizzo... I’ll just say this: when Rizzo was mayor, I never had to escort my grandmother to the supermarket with a baseball bat. He was a good guy and he loved his city and his people.

Rizzo was a good mayor AND a good cop. Back in those days, Philadelphia was considered something of a jewel in our Commonwealth and Pittsburgh was the $#*+hole city to avoid. How times have changed!
