It is New England. They don't even have the guts to hang those two perps who raped and murdered a mother and two daughters in Connecticut a few years back, then burned down their house to cover the evidence.
Every time a state repeals the death penalty, they make a declaration that their citizens lives are worth less than the lives of a perp, no matter how demented or long their rap sheets.
