I don’t even care if you scratched the person....
If you with complete premeditation decided you are going to kill someone, and attempt to execute your plan.. even if you utterly fail, and your victim doesn’t have a mark on them from your attempt.... The max sentence for that should be LWOP or Execution. It should not have a MAX of 20 years.
You plotted and planned and attempted to kill another person, that should not have a max sentence restriction of anything less than LWOP.

I have also proposed that if you provide false reports to the police or commit perjury or you are a cop or DA who lies or withholds exculpatory evidence you should do the same amount of time as the wrongful accused or convicted would have done, up to and including execution.
