No. It isn’t a good start. I think you misunderstand what apprehensions mean. It means they are arrested for a brief time and then let go into the general population either because they have asked for asylum or there is no room to keep them.
You are thinking about what is going on at the border.
These “ICE raids” are supposed to get those already living in the US, who did not get asylum and already received orders to leave, but they did not.
