Exactly. The same paymaster was paying both the attacked and the attackers in Benghazi. The attackers who hit the Embassy in Benghazi didn't need Iranian help, the CIA and MI6 had been paying, training, and arming, radical Islamists in Libya for several decades.
Libya was the ideal central location for useful idiot Islamic radicals after the Soviets left Afghanistan. From the parts of Libya the government never had more than partial control of such proxies could cause trouble not only in Libya, but Egypt, Sudan, Chad, Niger, Algeria, and Tunisia, as well.

The weapons being trafficked out of Benghazi were going to Syria or Turkey to be put into the hands of islamists ( aka Syrian “ rebels”) run by the CIA out of Turkey
