I was at a government site and tried for two days to get on-site, but needed the approval of the project manager. We had arranged to meet at a certain time, but he wasn’t there.
On the third day we camped at his office door early in the morning and caught him as he was going into his office. He signed the paper and we went on our way.
Turned out this manager would show up at his government job early, turn on his light and his computer - then tell his secretary he had to run out to a meeting.
He would then come back at 5:30 pm, turn off his computer and lights and go home. He was working a private job for a government contractor the next city over.
And EVERYBODY knew it!

“I was young at the time. If it was me now I would be calling somebody!” I’d be calling someone too. I’d be trying to get his job. :-) There are a LOT of cheaters out there. Seems to me that most times they slide by while those that do the right thing get smacked around on occasion.
One I ran into would only be a minor outrage compared to your experience.
I was in a gov-co state job and the lady across from me ran a home retail operation from her desk. Common knowledge and several in house customers.
