Five states currently allow that. You know how many policies have been sold? None. There is nothing in it for the insurance companies.
Would marginally help. We need truly make it more of a free market by enforcing anti-trust in markets and insurance, allowing drug re-importation, requiring pricing to be posted, and tweak the patent system. Allowing insurance sales across state lines would help to some degree.
