Article 1, Section 10: No State shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of Nobility.
Article 1, Section 9 applies to the Federal Government, Article 1, Section 10 specifically limits the States and applies to the States by its very terms. The no bill of attainder or ex post facto prohibition applies equally to the States and the Federal Government.
In fact, prior to the Bill of Rights, these are the only two individual liberties that the original Constitution protects from both federal and state intrusion.
