Maybe in the 1800’s. After the spread of AIDS due to the drugged up soldiers of Idi Amin who would rape anything that didn’t move fast enough the OPPOSITE has been true there fo a long time. I was there a few years ago.

Homosexuality is illegal and might get you killed.
