IIRC, Hillary only won about 16% of the counties in the country That's what I mean. Whoever wins the majority of counties (or Parishes if we're talking about Louisiana) in a particular state, should win that state. There's no need for Cook County to muscle over the other counties in IL.

Maybe that would be an alternative to the electoral college. Counties won = state win.
