If that's the case, then I don't understand why one of the people getting blackmailed didn't say "screw it", and go to the authorities. Blackmail is only successful if no one turns you in.

Exactly my thoughts. Blackmail wouldn't work for the most powerful monsters in the world. No, they'd just kill him. Epstein provided an exclusive club with exclusive goods and services.
He is not the kingpin but is the hub of the network. He'd have to be suicidal to even request bail.
