First of all, Puerto Ricans, while living in Puerto Rico, are SUBJECTS of the United States. Only when they come to the mainland of the United States, are they actually CITIZENS, and only while they remain here. When they return to Puerto Rico, they again assume the designation of subject. A fine point, to be sure, but a distinction that does exist.
And secondly, the aid was sent, it was physically present on the island of Puerto Rico, but it was deliberately withheld by the local officials at the Commonwealth and municipal levels. Much of it, in fact, was subject to weathering and rat infestation, and therefore useless anyway
First of all, Puerto Ricans pay NO FEDERAL INCOME TAX unless they live her in the US......but they get ALL the benefits!
