If you read the article behind the link, you’ll see that the balloons are not tethered. The equipment on them is quite advanced, too.

Tethered balloons are in use now.
There is one that is east of Boca Chico in the Florida keys.
It is on a CABLE and reaches an altitude of 14,000 feet!
It is marked on all aviation charts. A hazard to aerial navigation.
WARNING:
It will ruin your day if you fly into that cable.
You will be lucky to bounce off of that balloon.

The balloon’s height above ground is about 14,000 feet.
It might look very small in your sights.
It might take more than one rifle to bring it down.
One was shot down recently but I don’t know what the means were.
