Probably for cruise missile detection. If they were 12 miles out and launched a few, even at 600mph...(allowing for boost-phase time to reach max speed)

At one time there was a crew out of Ft Hancock that kept the riverbed defined but in 2009 Barry Soetoro's EPA sold all their dredging equipment to "some guy in Louisiana". They also sold the dredging equipment for Port Mansfield and now the larger boats are running aground trying to navigate through the jetties.
Poor Barry had to pay off his donors somehow. I've tried to find out who the lucky buyer was but it's a matter of national security of course.
