Maybe the Boy Scouts can use the US Catholic Bishops commissioned ‘Jay doctrine’ for their defense. It is not ‘abuse’ after puberty, (confirmation) just random homosexuality.

That is certainly not what the Bishops said.

I hate to be put in a position of defending or even interpreting mealy-mouthed Bishops, but they never said anything like that.

BTW distinguishing between pedophilia (sexual abuse of pre-puberty children) and other kids of vile sodomistic exploitation (e.g. sexual abuse of post-puberty boys) is not a "defense" of the latter.
