Unfortunately I can’t give you a good answer. As best I can understand the democrat controlled congress thought it was unfair to keep non-violent mental patients locked up. The Reagan administration saw it as a chance to save money. So it was a done deal.
I could be wrong but I think the court decision that enabled this was prior to RR.
