I think only in the case of Naval Gun Support would they send Navy shore fire control personnel. Had an older friend who was assigned this duty for awhile.

Also doesn’t the commanding officer have to nominate the soldier for a silver/bronze star, then it gets reviewed, ordered, before the soldier actually gets the award?

yep... my thoughts exactly no Navy O-6 is going to be rappelling down into a ravine.
