Trump simply did not expect to win, had no nucleus of qualified people to staff critical offices, made disastrous appointments with Sessions, Mattis and others, and never really learned how to use the levers of power. The fact that Comey, McCabe, Brennan, Lynch and Clapper remain free and grinning says it all. Its painful to say this.
People were under a lot of pressure from the Deep State not to work for the Trump Administration.

Go back to Trump's career prior to his presidential campaign. Can you name even three people in his "nucleus of qualified people" who would have any interest in taking a cabinet position in the U.S. government?

Wrong. Trump didn’t spend millions of his own money and do 2-3 rallies a day because he expected to loose. Why did he have deep staters in his midst? Because he had to consolidate his power. There were too many deep state obstructionists in Congress, the courts, and the bureaucracy for him to get every one he wanted from day one. It was going to take a couple of years to gain the leverage he needed to begin moving them out.

Thats a myth. Ive known a few winners in my lifetime - they may not win as often as Donald Trump, but they win an awful lot. One thing for sure: they always think positive - they always expect to win.

Trump expected to win. he was changing into a whole new profession. He simply didn’t know anyone. He had to rely on others to for picking people. Whom ever did the picking did a poor job.
He would have done better coming to FR to hire his cabinet and staff.
Having never been a politician, Trump had no roller deck of trusted political names. Drawing from the general Republican pool has been a disaster. The one exception you will note is in trade relations. His business skills helped there.
