Critical but non-life threatening? Where I come from “critical” means “life threatening”.

Same here. I guess they mean a wound that isn’t bleeding and the person has stable vital signs.
There’s not much coming out yet over the incident, but I’ll wager that this was a small caliber pistol (maybe a 22-type) and that accounts for word usage of ‘non-life threatening’.
Being from Ala, I’ll also wager that it eventually comes back to some gang-related situation, or drugs in use.

Sorry to be petty in a serious situation, but..
Maybe serious risk of loss of an organ or limb without immediate medical treatment, but past the point where life is at risk.
