Wasn’t that one of the biggest criticisms leveled against GW - that he relied too heavily on local officials making decisions, with no plans to step in if they made bad decisions, were slow to act or were otherwise overwhelmed? Trump doesn’t want to leave things to chance, which is the mark of a good executive.
