Wouldn’t you think she got permission to do withdraw the bill?
I wouldn’t have thought she initiated the bill without urging from Beijing, and now the withdrawal would seem to be something they allowed for now.
Hong Kong’s leadership isn’t that autonomous is it?
Definitely not. This was either Beijings idea, or Carrie Lam asked permission, presumably incurring some future obligations before getting it.

My first thought was that she was told to withdraw the bill
Just immediately north of Hong Kong are the recent heavily populated areas of the Pearl River Delta. The cities there are where the “If you build it they will come” construction took place and people did in fact come. This area of 68 million people (per Forbes) is the 13th richest economy in the world.
The CCP cannot tolerate the Hong Kong disease breaking out in the adjacent Pearl River Delta territory with so many new and relatively well off young people. It is these same people, I believe, that will likely be affected by the American Tariffs.
The Hong Kong executive is a virtual puppet. He/She cannot make important decisions without the approval from Beijing.
Treaty with Britain signed 1984 established HK autonomous government for fifty years after the end of the 99 year lease. Beijing abrogated terms of that treaty upon submitting a list of approved candidates for the local elections. Downhill trend established ever since.
