A president has nothing to say about the rules of the Senate.

The Filibuster is DEAD IN THE WATER anyway, should Democrats get the White House and the Senate. Given that they’ll almost certainly keep the House, that means they can do WHATEVER THEY WANT, at that point.
Like it or not, the ONLY WAY we’ll be able to oppose the Democrats, should they win the White House in 2020, is through the Senate.
So, PLEASE, think hard, before sitting out the next election for so-and-so RINO Senator (such as Sue Collins). It may just be that RINO who gives us the 51st vote in the Senate needed to keep the filibuster in place, and to prevent a Democrat president from shoving the Green New Deal right DOWN OUR THROATS, and our kids’ throats, and our grand kids’ throats. It’s not fun holding your nose when you vote, but your kids and grand kids will very much be thankful!

No one can be this ignorant, but then she is a Senator.
You would think a Senator would know that we have three separate branches of Government. None of which can control the other.
The President is chief executive of the Executive Branch and has no say on how the Senate conducts their business.
Only the Senate can change their rules.
I am beginning to think she knows she is in over her pay grade and is saying stupid stuff so her poll numbers can go down and she can bow out gracefully.
She can't just do it. The article said "work to", which I take to mean, urge/lobby the Senate, which she hopes will have a Democratic majority voted in with her, to eliminate the filibuster rule.
The next time the Dems get 51 Senators the filibuster is toast anyhow.
