Such disruptive protests are a kind of extortion of the freedom of our society. Knowing that basic norms on human rights and life will be respected, they can engage in such behavior.
In high school, we had a Christian Ethics teacher, who while very much a christian pacifist and leftist (although he was actively anti-abortion) he had us discuss if Ghandi would have had any success in his Indian protests if India was ruled by Iranians, or Chinese, for example.

Must have been well planned and executed. It’s quite the spectacle, you have to admit.
I mean, to pull this off without being stopped, was quite a feat.
How could this not get on the news? The use of flags/streamers was brilliant.
Actually disrupting shipping was probably never a real goal. Making a statement and getting news coverage was the real goal and they succeeded beautifully.
I don’t support these crazies or their crazy ideas, but I must say “Well Done!”

Just leave them there. No water, no food, no poty breaks. After a few days of hanging around with no support they will beg to be removed.
In order to remove them there will need to be a safety plan and the necessary people and equipment to be assembled, if anyone gets hurt the City will be blamed. Should take 5 to 7 days, depending on the weather...
Sleeping like that is almost impossible and it can get cold and windy at night, not to mention the rain showers and maybe a lightning storm.
What is the weather reports for Houston for the next week.
