He would have been ousted long ago if he wasn’t in some control.
They did REALLY attempt a coup.
And none of the wall would be getting built.
He CERTAINLY doesn’t have complete control, agreed.
But he’s not a puppet or powerless either.

You obviously do not understand the federal civil service system!
Trump can only fire appointees to appointed positions.
Only congress can abolish the system.
