The purpose of the attacks was to polarize moderates. Bin Laden saw muslims living peacefully in places like the United States as the greatest threat to his movement.

If Islam is not now at war with the West he reasoned, I’ll change that fact. I’ll make it so that the West goes to war against Islam.
