Doesn’t sound much like cooperation, does it?Another way of looking at it is that they are saying that Downer is no longer in a position where he can block the release of damaging information.
Just something to think about.

I think you’re wrong about the reference to Downer. They were letting it be known that he is not an employee of the Australian government anymore thus he could not be compelled by Australia to cooperate.
