Does the FBI have a statistic for the percentage that police stop?
I believe it was in the report.
As I recall, a few percent, once they go active.
But a fair amount are being pro-actively stopped. We cannot be sure how many would have been carried out, of that number.
And stop in the act, as they start, rather than after they are done killing people?
