If the circumstances were like an invasion of the homeland, or tantamount to that, like a foreign supplied insurrection, I am sure the order would go out despite Governor Gruesome.
Thanks for replies; considering that CA is a sanctuary state with who the hell knows how many illegals in it already, that is tantamount to a state sponsored invasion. If widespread or egregious violence started, and illegals were even involved in part, that would seem to be to fit the definition.
