#2 is the guy who leaked to #1. When he realized he could be prosecuted he became #2. All part of the forced parallel construction. Sloppy job.

As the currently serving chargé d’affaires for Ukraine, this guy could have first hand knowledge, and could possibly be Whistleblower #2.
