I really strongly disagree with you. I came from a home with many many books, however, lots of what I wanted to read was not there and I used public libraries since I was a kid. They are of great benefit and especially for those who cannot afford buying a lot of books and even for those who can as one has access to all kinds of books, not simply those one would want to have permanently. Your post had a lot of good points, all of which I would have agreed with 30 years ago, or perhaps even 15 years ago.
Now, just about any book from anywhere on anything is readily available for cheap if not free. Much better access than any of us could have dreamed of growing up. If you can't get the hardcover, you can get the softcover or the digital version. The problem today is what kids want to read and what's available (content) or if they have the will to read books at all. Access is not the problem.
I'm starting to believe nearly anything with the word "public" in front of it nearly always goes bad, even if it starts well - schools, libraries, toilets.. I can keep going.
