Very sad but did he die from lack of power or was it just his time? If you cannot live 9 minutes without power, perhaps you should have a backup plan; you own generator, be in a facility that has one, seek other shelter when they gave more than 72 hours notice. This guy would be dead if a squirrel shorted out a transformer or a texting mom struck a power pole. To rely utterly on a quasi-government entity like PG&E (they cannot do anything without a government’s board approval) is insanity or certain death.
He should have had backup power. As should anyone where mains power is a life or death issue because mains power availability is not assured under any circumstances.
It was just bad timing that made a good story for someone who had no idea what they were talking about.

There has to be more to this story then what has been presented so far.
I don’t know anything that would kill someone in 9 minutes with out supplemental oxygen.

The above was a study on removing oxygen from long term oxygen use. There were physical changes but no one died.
Bet he was not the only one, we are just not going to or have not heard about the others. The number of folks with in home health care dependent on electricity is very significant.
I call BS on that whole story. My father had lung disease and was on constant oxygen. There was a small tank that fed a nasal cannula. He filled that small tank from a larger tank that looked like a small beer keg. No electronics or electricity needed, it all worked off of pressure.
To bad his wife and the daughter and other family members who were woken by the wife's screaming didn't practice some pre blackout (which everyone was warned of) preparations with his back up oxygen. Kinda having trouble working up sympathy over this one.
