Incorrect. The emoluments clause makes it illegal, but only for the recipient. Now if it can be shown that Hunter Biden passed the money on to his dad, there is a clear violation. And Ukraine made it clear that money went to Joe Biden’s lobbying firm with intent that Joe Biden receive $900,000. Plus another $3 million to Hunter Biden’s account from Ukraine through Latvia and Cyprus in a clear attempt at money laundering, which violates other laws.
Legally, these only impact Joe Biden if he ended up in constructive receipt of some or all of the loot. Politically, it all depends on whether voters hear about this and their reactions if/when they do.

The murder was “solved” instantly, and no research into any compensation paid to the killer was undertaken. But maybe the $1.5 billion to Bulger’s nephew and namesake is part of the payoff.
