No she did not. She launched a fishing expedition that is not authorized by the Constitution or Federal law.
It is refreshing that the Democratic party no longer pretends to respect the voters, the Constitution or the rule of law.
They have laid bare their true selves. Anyone who votes for a Democrats hates you and wants you dead if you do not agree with whatever they want.
Utterly despicable and vile, evil, mean spirited had people.

Nor is it precluded by either.
The Constitution allows the House to make their own rules. And there is no authority above them that can say otherwise.
She's the boss in the House. Elections have consequences.
What this really is, is Pelosi believing that they can make the case in a Democrat-only impeachment and overcome charges that it is a witchhunt.
Or, she is playing "smart" and seeing what the IG report says. If the full House votes out an impeachment inquiry and then the IG report details a systematic attempt by government actors to use the government to nullify the 2016 election, it casts the formal impeachment inquiry vote in more stark terms of a purely partisan activity like what Mssrs. Comey, McCabe, Rosenstein, Brennan, et al participated in.
