This is sooo bull manure. The applicable statute is discussed at this link. Section 793(f) of the federal penal code (Title 18), criminalizes gross negligence thereby rendering intention irrelevant.

The same applies to the UCMJ. Our Communications Officer received so many admonitions about negligence at Registered Publications School that they all decided Fort Leavenworth Prison was the best place to hold class reunions.

Sorry, but it doesn’t matter whether our not it was deliberate.

People handling classified material are trained on how to safeguard it, and carelessness is no defense.

The only realistic interpretation of "no identifying heading" is to remove the header (and footer) with the classification marking. The document, like most of their sloppy work, was probably not marked internally on each paragraph. But probably had a marking at the top and bottom.

But at least, according to the Post, none of that was deliberate.

So is this SD Inspector General? Or what entity made this decision? If it’s the SD OIG, it needs to be fired and a new one put in place.

Thankfully Huber has been investigating all things CF and is winding up.

The word 'deliberately' in that sentence is a deliberate whitewash. It is meant to obfuscate the fact that intent is not required to be in violation of the law.

Ask Petty Officer First Class Kristian Saucier who spent a year in prison, six months of electronic monitoring and a total of three years of supervised release for taking a photo in the submarine he was stationed on.

Yesterday I crossed Mexico, with a blind fellow from Mexico. He goes to Liberia, Indian, and teaches blind people to read braile. He told me on his trip to Liberia, that he made friends with the First Lady, and that the people of Liberia were told in NO UNCERTAIN terms by Hillary Clinton, THEN Sec
of State, that she would with hold FUNDS, from the USA, until the gov;t of Liberia carried through on 2 important items on the Obama and Clinton Agenda. #1. They had to start showing kindness to same sex marriages, and get on the Homosexual bandwagon. #2. They had to make abortion an option, and give every citizen free abortions if they asked. ONCE they did these 2 demands, the funds would be released. I reall hope the Democrats go ALL OUT and look into all phone calls and find out home many times the CIA, the State Dept, or DEFENSE has put demands on countries to comply or loose funding. I would like to see them pursue this.
