How subjective a word can they use then deliberate?

The only realistic interpretation of "no identifying heading" is to remove the header (and footer) with the classification marking. The document, like most of their sloppy work, was probably not marked internally on each paragraph. But probably had a marking at the top and bottom.

But at least, according to the Post, none of that was deliberate.
