Something else worth noting is that when he worked for GHWB, one of his defining legal standards was his insistence on protecting the independence of the executive branch of our government from unconstitutional Congressional meddling. That's why he was strongly opposed to the old independent counsel statute, and was instrumental in getting presidential pardons for many of the former Reagan officials who had been prosecuted for their roles in the Iran-Contra affair.
