That is a tough question to answer...

If we can’t rely on law enforcement to be the referees (and it seems that we can’t)

and

If we can’t depend on the legal system to mete out appropriate consequences for clear violations of civility (and it seems that it doesn’t)...

...We are going to be left with taking matters into our own hands — either singly or in small groups — at each and every new insult.

The longer we wait, the down the list in my post will be the entrance level at which the conflict is joined.

A "breach of civility" is a gentleman failing to doff his cap in the presence of a lady.

The legal system is there to go after violations of the law.
