Just like when Republicans wanted to pass the first Civil Rights law after Reconstruction, during Eisenhower's (Republican) administration. However, that time, the Republicans were the majority and the solid NO vote by Democrats opposing civil rights for African-Americans did not prevail. Which is why the Democrat Party of today tries to act like it never happened; but it did. Democrats are no friends of minorities, or of Christian movements such as abolition, and never have been.
