Completely Trump's fault.

Until a few months ago, Trump retained the Obama Inspectors General at DOJ (includes FBI), Department of State, EPA, Department of Defense, CIA, Intelligence Community (everything but CIA), Department of Homeland Security, and IRS Tax Compliance.

Those people should have been terminated on Trump's first day in office.

We will never know the extent of political damage they have caused for Conservatives.

What if Trump could not get new IGs confirmed?

No problem - just leave all the jobs unfilled, and their duties un-performed, until the Senate confirms a true Conservative.

That is exactly what Obama did while Hillary was Secretary of State.

“Throughout the tenure of Secretary of State Hillary Clinton, there was no permanent inspector general at the State Department. Moreover, President Barack Obama did not nominate anyone for that position while Clinton was Secretary. Although the office remained running under Harold W. Geisel—a State Department employee—the “Government Accountability Office, lawmakers from both parties and nonprofit groups” criticized the delay in identifying a nominee, and called for the position to be filled by an inspector independent of the State Department.”
