So we should isolate them even more and perhaps preemptively arrest them and have the police intimidate and bully them?

Or why not go after the damned kids/monsters who torture and torment their peers?

I was badly beaten in Middle school and tortured for several years.
The school did nothing.
It ended when I beat the crap out of the ringleader.

Yet the vast majority of students who were badly bullied never did anything but go on to live normal lives.

Society is much more tolerant of mental illness than in the past, such that it doesn't have any idea of what to do with the mentally ill. There were no school shootings (but one bombing) prior to the Community Mental Health Act of 1963. Do we want safe schools, or do we want free-range crazy people? More gun control laws won't fix anything.
