The story I heard at the time was that Bloomberg could not run as a democrat for mayor because all the democrat slots for that office were already filled. Bloomberg waited too long.
His only other choice was to run as a Republican or not run at all.
Bloomberg couldn’t run for mayor as a Democrat because he never would have won the Democratic primary. He ran as a Republican because he could basically unchallenged in the primary.
