That can’t be the same photo. You can tell that people in the background are in slightly different positions. It may still very well have been photoshopped, but it wasn’t the top photo that was altered.

It isn’t the same photo, but rather another photo taken by another photographer at the same instant. The people in the background are in the exact same posture, some of which have their arms in motion or their mouths moving in speech, which would have been different had the photo been taken at a different time. Ergo, the Congresswoman did not flip the bird in the photoshopped photo making it a forgone conclusion it was altered.

Her image from the top photo was blown, enlarged, and re-inserted with a hand flipping the bird over the original photo.
