The State Department has been little more than an arm of the CIA ever since the beginning of Bill Clinton's second term. Prior to that, the CIA only had the Asian desks at State in their pocket. Bill Clinton finished the job.

Anything you hear from the State Department is either testing the waters for something the CIA wants to do and is checking how above board they can be, or a rationalization of some already ongoing CIA operation.

No, the State Department has been compromised since FDR. OSS and self-hating Eastern European Marxists Jews were assigned to important posts within the Office of Strategic Services (OSS, precursor to the CIA) based on their intelligence (More ways than one).

One Herbert Marcuse and other Frankfurt School degenerates, became intelligence analyst in the OSS.

Once the OSS morphed into the CIA (Truman, who had MANY faults) Marcuse moved to the position within the US Department of State as the head of the Central European section. Later Frankfurt drones invaded academia, particularly Columbia University and other Ivy League havens "educating"/conditioning future State Department/Intelligence agencies drones.
