You are correct. It is an innate biological impulse to be attracted to sexually mature adolescents - it leads to children and survival. Was a boy or a man supposed to look at a developed 15 y.o. and say, hmm, three more years?
That is not to say it is always moral to act on the attraction -that depends on time and circumstances - or that prostituting a minor ever is, but the attraction is normal.
